vat on non uk companies - what is the real deal?

Having asked 5 VAT experts, 4 different VAT advisers at HRMC, 10 company FDs and 4 industry associations, I can safely say nobody has a clue about what the new rules are on charging VAT to ‘non UK companies’. Get it wrong and it will be very expensive. taxback.com have kindly agreed to shed some light.
